City Doctor is a fast-growing home healthcare provider in the UAE, delivering high-quality, patient-centred medical and healthcare services directly to patients in their homes, hotels, and other locations.

Our services are supported by doctors, nurses, medical professionals, customer service teams, dispatch and operational staff who work together to provide safe, timely, reliable, and professional care.

As we continue to expand our home healthcare operations, we are looking for an experienced, hands-on Operations Manager – Home Healthcare who can take full ownership of day-to-day operations, build strong teams, improve operational processes, and maintain the highest standards of patient care and service delivery.

Role Overview

Key Responsibilities

  • Oversee the day-to-day operations of City Doctor's home healthcare services, ensuring safe, efficient, timely, and high-quality service delivery.
  • Manage and supervise operational, administrative, customer service, scheduling, dispatch, coordination, and support teams.
  • Coordinate closely with doctors, nurses, caregivers, medical professionals, and department heads to ensure seamless delivery of healthcare services to patients at their homes and other requested locations.
  • Ensure appropriate allocation and deployment of doctors, nurses, and other healthcare professionals based on patient requirements, location, availability, urgency, and clinical needs.
  • Monitor daily schedules, appointments, staff availability, cancellations, delays, and operational issues to ensure services are delivered on time.
  • Support the recruitment and hiring of operational, administrative, customer service, nursing, medical, coordination, dispatch, and support staff based on business requirements.
  • Work closely with management and HR to identify manpower requirements, screen candidates, participate in interviews, and support final hiring decisions.
  • Support onboarding, orientation, training, scheduling, performance monitoring, and development of newly hired and existing team members.
  • Build a strong operational team structure with clearly defined responsibilities, accountability, KPIs, escalation procedures, and reporting lines.
  • Maintain appropriate staffing levels and workforce capacity to meet changing patient demand and business growth.
  • Ensure compliance with applicable DHA, DOH, MOHAP, UAE home healthcare regulations, licensing requirements, policies, and quality standards.
  • Ensure licensed healthcare professionals maintain the required professional documentation, licensing, credentialing, and operational compliance applicable to their roles.
  • Develop, implement, review, and continuously improve SOPs, workflows, policies, service protocols, escalation procedures, and operational processes.
  • Standardize the complete patient journey from enquiry and booking through scheduling, healthcare professional allocation, service delivery, payment, documentation, follow-up, and feedback.
  • Monitor patient experience and service quality and identify opportunities to improve response times, punctuality, communication, professionalism, and overall patient satisfaction.
  • Handle escalated patient complaints, service failures, delays, and service-recovery situations professionally and promptly.
  • Ensure effective coordination between customer service, operations, medical teams, finance, HR, procurement, and management.
  • Monitor operational KPIs including:
  • Patient satisfaction
  • Booking-to-service response time
  • Healthcare professional arrival times

  • Staff utilization and productivity

  • Prepare daily, weekly, and monthly operational reports and provide management with clear recommendations for improvement.
  • Monitor demand patterns and ensure adequate doctor, nurse, and operational workforce availability during peak periods.
  • Manage procurement, inventory, medical consumables, equipment, uniforms, medications where applicable, and other operational supplies.
  • Manage vendors, suppliers, laboratories, pharmacies, logistics providers, maintenance providers, and other third-party service partners where applicable.
  • Monitor operating expenses and identify opportunities for cost optimization without compromising patient safety, clinical quality, or service standards.
  • Ensure medical equipment, supplies, vehicles, communication devices, and other operational resources are properly maintained, tracked, and available when required.
  • Establish appropriate inventory-control systems to minimize shortages, expiry, wastage, and unnecessary expenditure.
  • Support the launch of new home healthcare services, operational projects, service areas, geographic expansion, and new business initiatives.
  • Develop scalable operational processes capable of supporting increased patient volumes and geographic coverage across Dubai and the UAE.
  • Coordinate across departments to ensure operational targets, service-level standards, and company objectives are achieved.
  • Maintain accurate operational documentation and ensure readiness for internal reviews, regulatory inspections, licensing requirements, and audits.
  • Identify operational risks, bottlenecks, staffing gaps, service-quality issues, and compliance concerns and implement corrective actions promptly.
  • Maintain a strong culture of accountability, responsiveness, professionalism, patient confidentiality, and patient-centred service.
  • Act as a key operational point of contact for senior management and take ownership of resolving day-to-day operational challenges.

Requirements & Qualifications

  • Bachelor's degree in Healthcare Management, Business Administration, Operations Management, or a related field.
  • Minimum 7–10 years of proven operations management experience within healthcare, with experience in home healthcare, home nursing, medical services, hospitals, medical centres, or clinics strongly preferred.
  • Previous UAE home healthcare or healthcare operations experience is mandatory .
  • Good working knowledge of DHA, DOH, MOHAP regulations and UAE healthcare operational requirements, particularly those relevant to home healthcare services.
  • Proven experience in building, hiring, managing, and developing operational and healthcare teams.
  • Strong experience in workforce planning, scheduling, staff deployment, and managing field-based healthcare teams.
  • Strong people-management and leadership capabilities.
  • Strong understanding of patient experience, customer service, staffing, healthcare professional scheduling, procurement, inventory, and vendor management.
  • Demonstrated ability to implement SOPs, KPIs, reporting structures, escalation processes, and operational controls.
  • Experience managing high-volume, time-sensitive operations where rapid response and effective coordination are essential.
  • Excellent problem-solving and decision-making skills.
  • Ability to work effectively under pressure and manage multiple operational priorities simultaneously.
  • Strong analytical skills with the ability to use operational data to identify problems and improve performance.
  • Excellent communication, negotiation, and interpersonal skills.
  • Proficiency in Microsoft Office and familiarity with healthcare management systems, EMR/HIS, CRM, scheduling, dispatch, or similar platforms.
  • Highly organized, accountable, proactive, commercially aware, and capable of operating independently.
  • Immediate joiners or candidates with a short notice period are preferred.

Pay: AED12,000.00 - AED18,000.00 per month
