Overview:

We are seeking an experienced Business Analyst with extensive expertise in digital government services, e-services platforms, and healthcare transaction systems. The ideal candidate will serve as a key liaison among business stakeholders, government entities, healthcare providers, and technical teams to drive the successful delivery of digital transformation initiatives, regulatory compliance, and customer-centric service enhancements.

Responsibilities:
  • Lead business analysis activities across government, healthcare, and digital service initiatives.
  • Elicit, analyse, document, and validate business, functional, and non-functional requirements.
  • Facilitate workshops, stakeholder interviews, and requirements-gathering sessions with business users, government agencies, healthcare organizations, and technical teams.
  • Translate business needs into detailed Business Requirement Documents (BRDs), Functional Specification Documents (FSDs), user stories, and process workflows.
  • Analyze and optimize end-to-end business processes to improve service delivery, operational efficiency, and customer experience.
  • Support the design and implementation of e-services, healthcare transaction platforms, and government digital transformation programs.
  • Ensure solutions comply with applicable regulatory, security, privacy, and healthcare standards.
  • Collaborate with development, testing, architecture, and project management teams throughout the project lifecycle.
  • Conduct gap analysis, impact assessments, feasibility studies, and business case evaluations.
  • Support User Acceptance Testing (UAT), defect management, and production deployment activities.
  • Monitor post-implementation performance and recommend continuous improvement opportunities.
  • Manage stakeholder expectations and provide strategic recommendations to senior management.
Qualifications:
  • Bachelor's degree in Business Administration, Information Systems, Computer Science, Healthcare Informatics, or a related field.
  • Minimum 4+ years of Business Analysis experience, including significant exposure to government and healthcare sectors.
  • Proven experience in digital transformation, e-government initiatives, and healthcare transaction systems.
  • Strong understanding of business process modelling techniques and requirements management methodologies.
  • Experience with Agile, Scrum, Waterfall, and hybrid project delivery methodologies.
  • Proficiency in business analysis tools such as Jira, Confluence, Visio, BPMN, Microsoft Azure DevOps, or equivalent platforms.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to engage effectively with executive stakeholders, regulatory authorities, and technical teams.
