ORGANIZATION BACKGROUND:
ACCESS Health International (AHI) is a non-profit, think tank, and advisory group with the mission of improving access to high-quality and affordable healthcare for all people. AHI advises national and regional governments and the private sector on the design and management of healthcare finance and delivery systems. Established in 2007, the organization is located in India, Singapore, the MENA Region, and is headquartered in the USA.
AHI’s vision is that all people, no matter where they live, and no matter what their age, have a right to
access high-quality and affordable healthcare and to lead healthy and productive lives.
For more information about AHI, please visit: https://accessh.org/
JOB DESCRIPTION / RESPONSIBILITIES:
The Consultant Healthcare – Commercial Officer is a senior techno-commercial role responsible for advancing AHI’s strategic priorities in the UAE and the GCC region. Operating from Dubai, the incumbent will cultivate relationships across the full healthcare value chain — from multinational manufacturers and licensed distributors to hospitals, clinics, NGOs, and regulatory authorities. The role is weighted approximately 60–70% toward commercial engagement, stakeholder management, and business development, with 30–40% grounded in technical and regulatory understanding of the UAE healthcare landscape. The successful candidate will serve as a credible, polished ambassador of the organisation — equally at ease in boardroom discussions, regulatory consultations, and clinical stakeholder settings.
Key Job Responsibilities:
(1) Build and nurture strategic relationships across the UAE healthcare ecosystem, including multinational pharmaceutical and medical device companies, licensed distributors, retail pharmacy chains, private hospitals and day-surgery centres, polyclinics, and international NGOs.
(2) Engage proactively with Key Opinion Leaders (KOLs), clinical department heads, hospital CEOs, and healthcare group executives to position AHI as an authoritative, independent think-tank partner.
(3) Develop and manage relationships with the Dubai Health Authority (DHA), the UAE Ministry of Health and Prevention (MOHAP), the Department of Health Abu Dhabi (DoH), Dubai Healthcare City (DHCC), free zone healthcare entities, and other relevant regulatory and governmental bodies.
(4) Identify, develop, and close strategic partnership, programme, and advisory opportunities aligned with AHI’s non-profit mandate and global health priorities.
(5) Lead business development conversations with institutional clients, industry partners, multinational corporations, and donor organisations — from initial engagement through to formal collaboration agreements
(6) Represent AHI at UAE and GCC healthcare conferences, regulatory forums, health summits, and industry roundtables.
(7) Monitor competitive and market intelligence across the GCC, identifying trends, white spaces, and partnership opportunities relevant to the organisation’s mission.
(8) Maintain an up-to-date understanding of the UAE healthcare regulatory landscape, including DHA and MOHAP licensing frameworks, pharmaceutical and medical device regulations, and evolving national health strategies (e.g., UAE Vision 2031 health agenda).
(9) Provide timely regulatory and policy intelligence to internal regional and global teams, translating complex market developments into actionable strategic insight; support development of policy submissions, white papers, and position briefs.
(10) Maintain current CRM records, account plans, and engagement trackers; prepare periodic reports for regional and global leadership.
(11) Collaborate actively with regional and global programme teams on proposal development, knowledge-sharing, and cross-market initiatives.
(12) Undertake regular travel within the UAE and across the GCC, as well as occasional international travel for global programme engagements.
QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:
Qualifications
Minimum requirement — Bachelor’s degree in Pharmacy (B.Pharm / Pharm.D); equivalent qualification in Medicine, Life Sciences, Biomedical Sciences, Public Health, or a related healthcare discipline will also be considered. An MBA or postgraduate qualification in Healthcare Management, Public Health, or Business Administration is a strong advantage.
Experience
5+ years of progressive experience in the UAE and/or GCC healthcare sector, with a multi-segment footprint spanning manufacturers, distributors, and institutional healthcare providers.
(1) Demonstrated experience engaging with multinational pharmaceutical, biotechnology, or medical
device companies operating in the UAE or with GCC-wide mandates.
(2) Proven track record working with or selling into private hospital groups, multi-specialty clinics, and polyclinics within the UAE.
(3) Familiarity with free zone business structures (DHCC, ADGM, JAFZA) and the regulatory frameworks governing healthcare entities within them.
(4) Established relationships with DHA, MOHAP, and/or DoH; knowledge of drug and device registration, pricing, and reimbursement frameworks in the UAE is a significant advantage.
(5) Prior engagement with NGOs, international health organisations, or bilateral/multilateral donor programmes is a strong plus.
(6) Background in a consultative, advisory, or commercial function — not purely operational or clinical.
Skills and Competencies
(1) Exceptional communication and presentation skills — polished, articulate, and persuasive across diverse cultural and professional settings.
(2) Commercially astute with a consultative approach; able to identify and develop opportunities while maintaining the credibility expected of a non-profit advisory organisation.
(3) Technically sound in healthcare sciences and regulatory affairs; capable of informed dialogue on clinical, compliance, and supply-chain matters.
(4) High degree of cultural intelligence — comfortable navigating UAE and GCC business culture, including government stakeholder etiquette.
(5) Strong analytical, problem-solving, and project management skills, with the ability to think strategically.
(6) Excellent networking and influencing skills to interact with leaders, colleagues, cross-functional teams, and third parties.
(7) Proficient in MS Office (Word, Excel, PowerPoint) and familiar with CRM platforms and digital collaboration tools.
(8) Willingness and ability to travel regularly across the GCC and occasionally internationally.
(9) Fluency in English is essential; proficiency in Arabic is an advantage but not a requirement for this role.
