The Construction Manager is responsible for the overall management, planning, execution, and successful delivery of construction projects while ensuring compliance with contractual, regulatory, quality, safety, and financial requirements. The role also includes departmental leadership, business growth support, and continuous improvement of construction operations.

Key Responsibilities

Project Management

  • Lead and manage construction projects from inception to handover.
  • Develop project execution plans, schedules, and resource allocation strategies.
  • Monitor project progress, costs, quality, and timelines.
  • Ensure projects are delivered within budget and contractual requirements.
  • Manage project risks and implement mitigation measures.
  • Coordinate with clients, consultants, subcontractors, and suppliers.

Mobilization & Resource Management

  • Plan and manage project mobilization and demobilization activities.
  • Ensure timely deployment of manpower, equipment, materials, and temporary facilities.
  • Monitor resource utilization and productivity across projects.
  • Develop manpower forecasting and recruitment requirements.

Authority Approvals & Regulatory Compliance

  • Manage all authority submissions, permits, NOCs, inspections, and approvals.
  • Liaise with government authorities, municipalities, utility providers, and regulatory bodies.
  • Ensure compliance with local regulations, codes, standards, and project-specific requirements.
  • Monitor changes in regulations and implement necessary actions.

Department Management

  • Lead and supervise the Construction Department.
  • Establish departmental objectives, KPIs, policies, and procedures.
  • Manage performance, development, and training of construction personnel.
  • Ensure effective communication and collaboration across departments.
  • Drive operational excellence and continuous improvement initiatives.

Commercial & Contract Administration

  • Support tendering, estimation, and project budgeting activities.
  • Review contracts and ensure compliance with contractual obligations.
  • Manage variations, claims, extensions of time, and commercial negotiations.
  • Monitor project profitability and cost control measures.
  • Support procurement and subcontractor management processes.

Health, Safety, Quality & Environment (HSQE)

  • Ensure implementation of company HSQE policies and procedures.
  • Promote a strong safety culture across all projects.
  • Conduct regular audits, inspections, and compliance reviews.
  • Ensure quality standards are maintained throughout project execution.

Business Growth & Strategic Development

  • Support business development initiatives and market expansion opportunities.
  • Identify new construction technologies, methodologies, and business opportunities.
  • Contribute to strategic planning and departmental growth objectives.
  • Develop partnerships with clients, consultants, and key stakeholders.
  • Participate in prequalification, tender strategy, and project acquisition activities.

Reporting & Governance

  • Prepare and present project and departmental performance reports to senior management.
  • Monitor project KPIs and departmental objectives.
  • Ensure proper documentation, record keeping, and project governance.
  • Support management decision-making through timely reporting and analysis.

Authority

  • Allocate resources across projects.
  • Approve construction methodologies and execution plans.
  • Recommend recruitment, promotions, and disciplinary actions within the department.
  • Negotiate with clients, consultants, subcontractors, and authorities within delegated limits.

  • Project delivery within time and budget.
  • Project profitability and cost control.
  • Client satisfaction and repeat business.
  • Safety and quality performance.
  • Resource utilization efficiency.
  • Authority approval turnaround times.

Qualifications & Experience

  • Bachelor’s Degree in Civil Engineering, Construction Management, or related field.
  • Minimum 10–15 years of construction industry experience.
  • Proven experience managing multiple projects and construction teams.
  • Strong knowledge of contracts, authority regulations, and project controls.
  • Excellent leadership, commercial, negotiation, and stakeholder management skills.
